Extreme Vetting Difficulties in Rebel Nations

Taking refugees in from nations that are in civil war or have parts under rebel control poses vetting difficulties that can not be overlooked.

Extreme vetting begins with a criminal record check, both nationally and locally It continues on to verify statements and attestations given by the applicant. In most cases these cannot be done in troubled areas.

Local criminal records can not be obtained because obviously there would be no cooperation, and national records, even if we have a relationship with that goverment, records would not have been updated for those refugees from war torn areas. That in itself is normally a disqualifying element in the vetting process.

Getting or verifying public documents; something as easy as a birth or marriage certificate, or education and employment verifications; these are things need to be verified if we are to know the individual. These verifications are impossible and at the best, suspicious.

Those willing to obtain these verifications raise suspicion. The threat of death would not be an unreasonable presumption.

Under these realizations there probably is no real way to vet these refugees no matter how honorable our intentions are.
