Policy Bulletin: Mononym (Single-Name) Search Protocol

Target Audience: Court Researchers, CRA Operations Analysts, Quality Control

Purpose: Eliminate dirty data, prevent missed court records, and ensure compliance with FCRA and CFPB double-identifier standards when processing single-name (mononym) subjects.

1. Core Data Entry Rules

Primary Identifier Rule: The single legal name MUST be entered as the Surname / Last Name. This aligns with USCIS, Social Security Administration (SSA POMS RM 10212.001), and ICAO 9303 passport standards.

Never split a single name across First and Last fields (e.g., entering "John" as both First and Last name).

2. Terminal & Database Search Execution

When searching public access court terminals (PASTs), index portals, or clerk registries:

    1. Primary Query: Search with the single legal name in the Last Name / Primary Identifier field, leaving the First Name field completely blank or using a wildcard (*).
    2. Secondary Query (Flipped System Check): Because legacy court clerks occasionally miskey mononym records, run a secondary query with the name in the First Name field and the Last Name left blank.
    3. Alias / Foreign Script Verification: If the subject's passport or identity document reflects an alternative Latin script spelling or official alias, execute a separate search query for each variant.

3. FCRA & CFPB Identity Matching Mandate

To satisfy CFPB guidelines on matching accuracy and avoid name-only misidentifications:

    • Double-Identifier Requirement: A mononym search hit cannot be reported on name alone. It must be anchored by at least one additional secondary identifier:
    • Full Date of Birth (DOB)
    • Government Identification Number (SSN, National ID, Passport Number)
    • Documented Address / Jurisdictional History
    • Passport / MRZ Cross-Check: For international candidates, verify the court docket spelling against the Machine Readable Zone (MRZ) at the bottom of the passport biographical page to confirm primary identifier alignment.
